A formal complaint has been submitted to the Michigan Attorney General’s Office requesting an investigation into potential violations of the Michigan Incompatible Public Offices Act within Emmett Township.The complaint centers on reported actions involving Township Trustee Dawn McMillion, who has applied for the vacant Township Clerk position while currently serving in an elected role. Concerns have also been raised regarding the Deputy Treasurer, who has similarly applied for the Clerk position while holding an appointed office. Under Michigan law, public offices may be deemed incompatible when one position is subordinate to another, subject to supervision, or when holding both creates a conflict of interest or breach of duty.

The filing also highlights a pattern of turnover in the Clerk’s office since the 2024 election, noting that the position has changed hands multiple times. Included in the complaint is an allegation that a prior appointee to the clerk postion—reported to be the daughter of Trustee McMillion—was appointed on March 18, 2026, and resigned on April 20, 2026, raising concerns about the timing and process of the appointment.The complaint requests that the Attorney General review:

Whether current or prospective office holders are in violation of the Incompatible Public Offices Act.

The legality of recent Clerk appointments.

Any potential conflicts of interest or misuse of authority in the appointment process.

As of now, no findings or determinations have been made. The complaint represents a request for investigation, not a conclusion of wrongdoing.
