If you thought your police chief understood the law he\u2019s sworn to enforce, think again. Battle Creek Police Chief Shannon Bagley didn\u2019t just misspeak\u2014he contradicted his own department\u2019s written policy in a way that should concern every resident in this city. When asked about the alleged multi-jurisdictional sextortion ring tied to former MSP Detective Kris Douponce, Bagley claimed he had no knowledge and, more importantly, no authority outside the city limits of Battle Creek.<\/p>\n\n\n\n

That statement doesn\u2019t just sound wrong\u2014it is wrong, and the proof is sitting in black and white under Battle Creek Police Department Policy 100: Law Enforcement Authority.<\/p>\n\n\n\n

His Own Policy Says He\u2019s Wrong<\/p>\n\n\n\n

Let\u2019s break it down:<\/strong><\/p>\n\n\n\n

Under Section 100.3 \u2013 Peace Officer Powers<\/strong>, the policy clearly states that certified officers are authorized to exercise powers pursuant to applicable state law\u2014not city limits. State law. That alone should end the debate.<\/p>\n\n\n\n

But it gets worse\u2026 Under Section 100.3.2 \u2013 Arrest Authority Outside the Jurisdiction<\/strong>, the policy explicitly lays out when officers can act beyond Battle Creek<\/p>\n\n\n\n

\u2022When assisting Michigan State Police<\/strong><\/p>\n\n\n\n

\u2022When assisting another jurisdiction<\/strong><\/p>\n\n\n\n

\u2022During continuous fresh pursuit after observing a crime<\/strong><\/p>\n\n\n\n

In other words, Bagley\u2019s own department acknowledges what every competent officer already knows: jurisdiction is not a force field. It is flexible, cooperative, and built on reciprocity between agencies.<\/p>\n\n\n\n

So when Bagley tells the public he \u201ccan\u2019t do anything\u201d outside Battle Creek<\/strong><\/em>, he\u2019s not just wrong\u2014he\u2019s contradicting the very rules his officers are expected to follow.<\/p>\n\n\n\n

This Isn\u2019t Just Theory \u2014 He\u2019s Done It Himself<\/strong><\/p>\n\n\n\n

This is where it really falls apart.<\/p>\n\n\n\n

Bagley isn\u2019t some rookie misunderstanding the law. His background includes serving as Captain\/Commander of the Kalamazoo Valley Enforcement Team (KVET)\u2014a multi-jurisdictional task force covering: Portage, Kalamazoo Township, Schoolcraft, Vicksburg & The City of Kalamazoo.<\/p>\n\n\n\n

That entire role depended on cross-jurisdictional authority. He worked these cases. He led these operations. He coordinated across agencies. And if that somehow wasn\u2019t enough, there\u2019s a real-world example:<\/p>\n\n\n\n

In the Kai Turner homicide, a suspect was arrested in Detroit by Battle Creek Police<\/strong><\/a>.<\/p>\n\n\n\n

So which is it?<\/strong> Because you don\u2019t get to build a career on multi-agency enforcement and then turn around and tell the public your hands are tied at the city line.<\/p>\n\n\n\n

What He\u2019s Saying Is Dangerous<\/strong><\/p>\n\n\n\n

Let\u2019s strip away the politics and call this what it is.<\/p>\n\n\n\n

If Bagley\u2019s statement were true, it would mean: Someone could commit a crime in Battle Creek, drive a few miles into another jurisdiction, and suddenly law enforcement can\u2019t touch them.<\/p>\n\n\n\n

That\u2019s not just false\u2014it\u2019s absurd.<\/strong><\/p>\n\n\n\n

Michigan law (including statutes like MCL 764.15<\/a> and 764.2a<\/a>) and standard policing practices make it clear that officers can act beyond their home jurisdiction under defined circumstances. That\u2019s how modern policing works. That\u2019s how it has always worked. And Bagley knows that.<\/p>\n\n\n\n

So What\u2019s Really Going On?<\/strong><\/p>\n\n\n\n

At this point, there are only a few possibilities:<\/p>\n\n\n\n

\u2022He doesn\u2019t understand his own department\u2019s policies<\/strong><\/p>\n\n\n\n

\u2022He\u2019s forgotten the laws he used to enforce<\/strong><\/p>\n\n\n\n

\u2022Or he\u2019s intentionally downplaying authority to avoid involvement a.k.a. cover-up.<\/strong><\/p>\n\n\n\n

None of those are acceptable.<\/em><\/strong><\/p>\n\n\n\n

This isn\u2019t some obscure legal nuance. This is basic, foundational law enforcement knowledge\u2014the kind expected of any officer, let alone a chief. And let\u2019s not ignore the bigger picture: Bagley has worked alongside Tim Bourgeois, Executive Director of MCOLES, and previously served as Police Chief of Kalamazoo Township. This is someone with deep institutional experience. Which makes his statement even harder to excuse. This isn\u2019t just a bad quote or catching someone off guard, it\u2019s a credibility problem.<\/p>\n\n\n\n

When the Chief of Police publicly contradicts:<\/p>\n\n\n\n

\u2022Michigan law<\/strong><\/p>\n\n\n\n

\u2022His own department policy<\/strong><\/p>\n\n\n\n

\u2022His own professional history<\/strong><\/p>\n\n\n\n

\u2026you don\u2019t just have a communication issue. You have a leadership failure<\/strong>.<\/p>\n\n\n\n

Battle Creek residents deserve a police chief who understands the authority he holds, the laws he enforces, and the responsibility that comes with both.<\/p>\n\n\n\n
